Retail and commercial banking in the Italian market framed the .bnl application in ICANN's 2012 New gTLD Program. Southern European banking applicants shared the sector's general rationale — a namespace closed to outside registration removes the registration step that account-verification phishing depends on — with an added incentive in markets where online banking adoption was still expanding among less experienced users.

Its registry agreement dates from July 2014 and was later terminated. The extension never carried Specification 13, ICANN's .brand designation, operating instead under the standard Base agreement. Three-letter strings that lapse represent the most significant category of loss from the round, since length is unavailable anywhere else in the namespace.
