Libya Internet with .LY domains might

Due to current middle east unrest, Libya in particular, has taken government action to restrict access to the internet. The debate has arisen what will be the fate for .ly domains.  The president of domains has confirmed that the domains for libya will have no effect from government institutions.  ICANN representative Kim Davies claims differently. She says that yes although Libyan domain servers are located outside of the countries the servers need regular updates from servers inside the country. She claims that this is a false hope and that this registry can be shut down by government legislation. The maximum time a server can not be updated is 28 days, the Libyan domain country code domains do have a ticking end in sight if the government where to restrict internet access.
