Copyright infringement with ccTLDs

.tk was once known as the most risky ccTLD available on the market along with .ru and .com which is said to be the target of the majority of spam mail. The question that many have is do sites who have copyright infringement on their website, once discovered, do they move their content to other websites? There are a lot of signal websites for google that hint that the site is under copy right infringement. The ccTLD .se has the majority of requests for removal on google and although it has been traditionally .com with copyright issues new ccTLDs such as .uk, .eu, .be, .dk are also starting to be part of it.
